I am a public policy practitioner with over 37 years at the intersection of governance, institutional reform, and global development. Holding a PhD in Finance and a career rooted in the Indian Administrative Service, I currently serve as Chairman of the Institute of Development Studies, Jaipur, and as Visiting Professor of Practice at the Kautilya School of Public Policy, Hyderabad. As Finance Secretary to the Government of India, I shaped national economic policy at the highest level during the economic crisis of 2012-14. I represented India as Finance Deputy in the G20 and BRICS, served as Alternate Governor on the Boards of the World Bank, Asian Development Bank, and African Development Bank, and was India’s Chief Negotiator for the BRICS New Development Bank and the Asian Infrastructure Investment Bank (AIIB). I also co-chaired the G20 Framework Working Group. I also served as Secretary of the Ministry of Minority Affairs and Special Secretary of the Ministry of Rural Development. In Rajasthan, I held the roles of Economic Adviser to the Chief Minister, Vice Chairman of the Rajasthan Economic Transformation Advisory Council, and Secretary of Industries, and Tourism, and Art & Culture. I also designed and established the National Skill Development Corporation (NSDC) — a foundational institution that has shaped India’s skills ecosystem at scale. My areas of focus include public-private partnerships (PPPs), foreign direct investment promotion, and sustainable finance — specifically the intersection of environmental sustainability, fiscal innovation, and equitable growth that enables regenerative economies. The World Bank-supported “Nai Manzil” programme, integrating education and skills for minority youth, was conceived under my leadership. As an investment promotion expert with UNCTAD and other UN agencies, I have advised governments across Africa, Asia, and the Pacific. I am part of the UNECE expert group developing global guidelines on fiscal sustainability in PPPs for the SDGs. I am recognised as a Certified PPP Specialist by IP3 and Loughborough University (UK). My forthcoming book examines the turbulent politics of India’s policy-making. I write and speak regularly on governance, finance, and sustainable development.
