Katherine Mooney Carroll is a trusted strategic advisor and legal leader leveraging 20+ years of experience guiding financial services organizations through complex legal and policy challenges, enabling business expansion and innovation through strategic risk management and effective government engagement, and building passionate, collaborative and high-performing teams. Most recently, Katherine led the U.S. Regulatory and Global legal teams at Stripe, where she also built a world-class Public Policy team. As leader of Stripe's legal teams outside the U.S., she advised on global licensing strategy and her teams supported Stripe's product and geographical expansion in EMEA, APAC and Latin America. Prior to joining Stripe. Katherine was a partner and leading financial services regulatory lawyer at the international law firm Cleary Gottlieb and a founding partner of the firm’s Cybersecurity and Privacy practice. Katherine has been recognized as a leading financial services lawyer by Chambers USA, the Legal 500 and the International Financial Law Review, and was named a “Technology Law Trailblazer” in 2019 by the National Law Journal. Katherine served in the U.S. Department of Defense under Presidents Clinton and Obama, most recently as Counselor to Secretary of Defense Ash Carter. Prior to studying law, Katherine was the founding Executive Director of the Open Society Foundation in Uzbekistan. Katherine currently serves as an Independent Director on the board of Moneygram, a leading global payments company serving people in more than 200 countries. She holds a J.D. from Yale Law School and an A.B. from Harvard College in Russian and Soviet Studies.
