Conceptualized and launched a smart card based National Health Insurance scheme (Rashtriya Swasthya Bima Yojana, RSBY) in 2007. It covered more than 30 million poor in the country. The benefits were portable and the beneficiary could access any of 8000 hospitals (public and private) in the country. The scheme came to be recognized by international agencies like the UNDP and ILO. The World Bank too had words of appreciation as the consumer satisfaction rating was high.
