I’m an attorney and transportation policy researcher at the University of Texas at Austin’s Center for Transportation Research (CTR), specializing in autonomous and connected vehicle regulation, emerging technology law, and mobility policy. I work at the intersection of law, technology, and infrastructure, translating complex AV regulatory challenges into actionable frameworks for state DOTs, agencies, and legislatures. My expertise centers on autonomous vehicle legislative harmonization, having analyzed regulatory frameworks across all 50 states. I combine legal research, regulatory drafting, technical writing, and efficiency evaluation to develop practical solutions for TxDOT, TxDPS, USDOT, and other stakeholders. Recent work includes co-authoring NCHRP Legal Research Digest 91: Multistate Coordination and Harmonization for AV Legislation (National Academies Press, 2024), analyzing statutes, case law, and 25+ legal domains to create harmonization models. I also coordinated research for the Texas Legislature’s Rider 51 Driver License Efficiency Study and delivered legislative testimony on AV policy modernization before the Texas House of Representatives. Vance Award (2019) for Outstanding Legal Research. In 2025, I was appointed to the TRB Standing Committee on Developments and Advancements in Transportation Technology Law (AQL14), contributing to national discussions on liability, data governance, and regulatory reform for automated mobility. Beyond AV law, I’ve conducted Title VI/NEPA analyses for federally funded TxDOT highway corridors, authored technical manuals standardizing regulatory interpretation, and represented UT on the TxDOT Border Trade Advisory Committee, demonstrating versatility in transportation law, planning, and policy.
