I am a Navy veteran, justice-impacted leader, and public sector strategist committed to ending veteran incarceration. In Los Angeles County, I became the first formerly incarcerated person to lead the creation of a Justice-Involved Veteran Division. This reform aligned courts, custody, and community systems, earned the 2025 NACo Achievement Award, and positioned Los Angeles as a national model. While I valued serving as a county executive, government limited my ability to transform the system at the scale veterans deserve. That realization led me to found VetPhoenix, a nonprofit managing a multi-million-dollar portfolio dedicated to reentry, housing, research, and policy innovation. VetPhoenix is the first national effort led by justice-impacted veterans themselves, turning lived experience into systemic change. As a doctoral researcher and published scholar, I merge academic rigor with proximity to struggle. A father of five, I credit my accomplishments to the unwavering support of my wife, Karisma Moreno. My leadership exemplifies how proximity to struggle creates the clearest path to systemic change.

  • As the senior executive responsible for the development and implementation of Los Angeles County’s inaugural Justice-Involved Veterans (JIV) Division, I lead a countywide strategy to transform how government systems respond to veterans impacted by incarceration, trauma, and service-related challenges. Operating within the largest local justice system in the nation, my portfolio spans 88 municipalities, 46 law enforcement agencies, and more than 40 courts.

This work is grounded in a governance model that prioritizes proximity and lived expertise as critical assets in public sector transformation. By centering those with direct experience in the design and delivery of services, we are institutionalizing an equity-driven, outcomes-focused framework that addresses long-standing service gaps and structural barriers.
  • In addition to operational leadership, I direct a research and evaluation team responsible for data analytics, performance monitoring, and continuous improvement to ensure accountability, impact, and scalability.
