The Chapter Lead is the line manager for his chapter members, with all the traditional responsibilities such as developing people, setting salaries, and hiring for the team.
A Chapter Lead is a people manager that understand his domain. A Chapter Lead is mile wide, inch deep (T Profile), with the broad knowledge.
They have a good relationship with the Agile Coach and Product Owner of Squads, where chapter members are dispersed. They avoid the hat of Coach or Project Manager.
Typically, a CL has a mix between a Servant Leader (with focus on growing the Engineers), and they contribute to the squad itself. In more mature squads, the CL is more a contributor and spends less time in coaching and mentoring.
Chapter Leads hold frequent meetings with chapter members (weekly or bi-weekly) to understand the edge of their technical or testing advancement.
Chapter Leads understands the silo’s, the bigger picture. They know how to break down barriers.
The split in work versus people management will vary from company to company. As a generalisation, this might be a 50:50 split. However, this could gravitate more to the people side over time.
A Chapter Lead needs (or should have) a root in the domain, they need the trust from the team. The stars on your shoulders certainly helps with reputation and credibility in your domain. They will have the technical expertise and will continue to keep up with the latest market trends and trainings.
