With over three decades of experience in financial sector development, I have a strong track record of shaping global policies, regulation, financial inclusion and just transition across insurance, pensions, and capital markets, and climate / disaster risk financing. I am currently serving the Unit Head for Capital Markets, Insurance & Contractual Savings at the Asian Development Bank (ADB) in Manila, where I specialize in driving complex reforms, strategic policy development, and capacity building in developing economies across the Asia Pacific region. Throughout my career, I have led multidisciplinary teams, developed and managed strategic initiatives, and forged high-impact partnerships with governments, regulators, and international organizations such as the World Bank, OECD, G20, IOSCO, IAIS, and IFSB. My work spans diverse areas, including sovereign operations designed to accelerate sectoral reforms in the financial sector, equity investments in insurance companies, climate finance, parametric insurance, and financial technology. Some of my recent key achievements include: ◙ Leading mainstreaming of ADB’s disaster risk financing and insurance efforts, designing solutions, including microinsurance for small farmers and SMEs, and launching groundbreaking projects in parametric insurance across India, Bangladesh, Indonesia, and the Philippines. ◙ Contributing to key strategic frameworks at ADB, including the Climate Change Action Plan and Disaster Risk Management Action Plan, while advancing climate and disaster risk financing through innovative financial instruments, insurance pools, and reinsurance. ◙ Engaging with Ministries of Finance, central banks, and regulators to support policy-based lending and financial resilience programs for countries like Pakistan, Nepal, and the Philippines. ◙ Promoting gender balance and financial inclusion, influencing policies and market practices to align with global best standards.
