Lisa Bari is the Vice President of Policy and Partnerships at Innovaccer, where she leads health and AI policy, government relations, and global partnerships and alliances as part of the executive team. She is the host and creator of the Policy Stack podcast, and is the co-host of the Health Tech Talk Show. Lisa also serves on the Board of Directors of the Zorya Foundation. Previously she was the founding CEO of Civitas Networks for Health, a national nonprofit member and mission-driven organization that connects and empowers regional health improvement collaboratives, health information exchanges, and other stakeholders to use health data and multi-sector approaches to improve health outcomes and equity. With over a decade of experience in health tech, interoperability, and value-based care, Lisa is a recognized leader and advocate in the field of health data innovation and collaboration. Prior to Civitas, Lisa served as the Health IT and Interoperability lead at CMS Innovation Center, where she led health IT policy for ACO models, launched the first CMS AI Health Outcomes Challenge, and was one of the authors of the CMS Interoperability and Patient Access rule. She holds an MBA from Purdue University and an MPH from the Harvard T.H. Chan School of Public Health.

  • I served as a voting member of the Board of Directors of the eHealth Exchange. The eHealth Exchange, a 501(c)3 non-profit, is among the oldest and largest health information networks in America and is most well-known as the principal way the federal government shares data between agencies and with the private sector. The eHealth Exchange, a network of networks, is the only network connecting healthcare providers to five federal agencies, 64 regional or state HIEs, 75 percent of all U.S. hospitals, and 85 percent of dialysis clinics running on more than 30 electronic health record (EHR) platforms. National interoperability is facilitated by one common trust agreement and a single set of APIs. Five federal agencies (Department of Veterans Affairs, Department of Defense, Indian Health Service (IHS), Food and Drug Administration (FDA), and Social Security Administration) participate in the network to share patient information with private-sector healthcare partners as well as other agencies. The eHealth Exchange supports the secure exchange of the more than 12 billion patient record transactions annually.

SHIEC was a national membership organization representing 81 nonprofit, vendor neutral HIEs and their strategic business and technology partners, covering 95%+ of the U.S. population. I was selected by SHIEC’s Board of Directors to serve as the interim CEO during an important time for SHIEC’s members, as HIEs were recognized for the critical role they play in the public health infrastructure. Duties included organizational management and continuity of operations, strategic direction, member and partner relations, and advocacy and public policy.
